Revise the tax system

Barring dismantling the Federal government entirely, here are my suggestions

I suggest a Constitutional amendment.

First, the Federal government should be prohibited from collecting any taxes other than tariffs and custom fees. Repeal the 16th Amendment.

Second, the Federal government should receive a third of all taxes and fees collected by any government agency within the United States. Likewise, any state should receive a third of any Federal tax or tariff collected within it's borders.

Third, any Federal spending beyond Federal income must be approved by a majority of the various State legislatures.

Fourth, Congressional salaries, Congressional staff salaries, and all office expenses should be paid by each State legislature for the Senators and Representatives of that State. Repeal the 17th Amendment to make Senators responsible to the State legislatures and introduce some balances in the system.

Finally, I agree with L. Neil Smith. Enforce the Bill of Rights. That would simultaneously reduce the size of the Federal government and restore freedom.
