Kerry says America must surrender


A new Senate bill calls for American withdrawl

I hope for John Kerry's sake this is just catering to the base.

But just in case it isn't, I would remind people of a few things.

Once war has been declared, there is only one person in charge, the President of the United States. That power comes direct from the U.S. Constitution and can't be altered without an amendment.

Of course, an enterprising Senator or Congressman could introduce a bill rescinding the war declaration. But that isn't what has happened because they know it would be political suicide.

With or without a war, Congress has no authority to negotiate with other nations. The Senate can approve or reject treaties that the President has submitted, but can not initiate diplomacy on it's own authority because it doesn't have any.

If a Democrat was President, this bill never would have been submitted by a Democrat. And Kerry would have been among the first to object to it.

As OpinionJournal.com has pointed out, this proposal as it stands amounts to nothing less than a declaration of surrender. Given the mindset of the Islamists, that would almost certainly escalate the war. Remember, for decades their entire premise has been that the United States is a paper tiger unwilling to do what was necessary to win. Until 9-11 and George Bush, evidence bore that out. Even the "cowboy" Ronald Reagan was unwilling to face Islamists head on. On September 10, 2001, I certainly didn't see anything in George W. Bush to think that he was any different.

The Democrats and the radical left are rerunning the wrong scripts.
